Angela M. “Angie” Otto is a highly regarded construction lawyer whose practice is dedicated to representing general contractors, subcontractors, suppliers, owners, and developers in construction disputes and project-related matters. A key member of Dunn Carney’s Real Estate and Construction practice group, she handles significant delay and impact claims, complex contractual disputes, and other issues arising from the design and construction of commercial facilities.
Angie advises construction clients at every stage of a project, combining substantial dispute resolution experience with front-end counseling designed to identify and manage risk. She negotiates construction and design contracts, develops risk management procedures, and visits job sites to address potential issues before they develop into claims. When disputes arise, she represents clients in state and federal courts in Oregon and Washington and has significant experience in mediation and arbitration.
Her construction experience encompasses complex, multimillion-dollar matters involving a wide range of projects. These include the design and construction of a bridge using fiber-reinforced polymer decking, an active food manufacturing facility, wastewater treatment facilities, a 60-mile natural gas pipeline, hospital renovations, high-tech manufacturing facilities, and numerous commercial structures. Angie has also handled lien foreclosure disputes involving challenges to the priority of lenders’ interests in underlying property.
Angie is deeply involved in the construction law and industry communities. She is a past Chair of the Oregon State Bar Construction Law Section and previously served on its executive committee. She served as counsel to the board of the Associated General Contractors Oregon-Columbia Chapter from 2015 through 2020 and is Counsel to the Board of the Construction Financial Management Association’s Portland Chapter. She is also a frequent speaker at continuing legal education programs and construction industry seminars.
Angie has been recognized in The Best Lawyers in America for Construction Law and Litigation – Construction since 2018, selected to the Oregon Super Lawyers list since 2018, and ranked by Chambers USA since 2024. She is also a Fellow of the American Bar Foundation. Before joining Dunn Carney, Angie practiced as a partner at Ball Janik LLP and at a Portland boutique construction firm. She is admitted in Oregon, Washington, and Utah.
